Update on Ohio Higher Education Enhancement Act

Senate Bill No. 83 and House Bill No. 151, each titled the Ohio Higher Education Enhancement Act, were recently introduced in the Ohio Senate and House. As introduced, both bills propose to amend areas of current law and add new sections of law that govern higher education in Ohio, including: 

  • university mission statements; diversity, equity, and inclusion policies and practices; 
  • policies related to intellectual diversity and “divisive concepts;” 
  • syllabus requirements; 
  • faculty workload requirements; 
  • faculty evaluation and post-tenure review processes; 
  • partnerships with the People's Republic of China; 
  • Board of Trustees training; 
  • campus speakers; 
  • a requirement of an American history/government course for all undergraduate students;
  • financial reporting; 
  • and a prohibition on employees of any state institution of higher education to strike.

Miami University is reviewing the legislation and working with legislators and the Inter-University Council (IUC) of Ohio, an association that includes Ohio's 14 public universities, to determine how Senate Bill No. 83 and House Bill No. 151 would affect the University and those that we serve. 

The University, led by the Office of the Provost, as well as all the IUC institutions, have provided feedback on the legislation.
